Alli Gilmour, PhD, is a national expert in special education policy and the special education workforce. Her work centers on improving outcomes for students with disabilities through research and technical assistance related to educator supply and demand, working conditions, and state and district policy implementation. Dr. Gilmour has led and contributed to large scale studies and evaluations that support states and districts in strengthening special education systems through the recruitment and retention of effective personnel.
